`SubstraitToVeloxPlanConverter::convertSingleInput` takes the Substrait Rel by value. A protobuf Rel owns its whole input subtree, so converting each single-input Rel (aggregate, project, filter, sort, fetch, top-n) copies everything below it, which makes plan conversion quadratic in plan depth. Plans with large literals pay the most, for example an `IN` filter with many values under several projections. The plan is converted once per task.
