### What changes were proposed in this pull request?
- The `pyproject.toml` is injected with uv related configuration of
dependencies.
- The `build.gradle.kts` is changed to replace Gradle plugin,
`python-gradle-miniforge-plugin`, with `uv`.
### Why are the changes needed?
Now, client-python is organized with a Gradle plugin called
[python-gradle-miniforge-plugin](https://github.com/piyushroshan/python-gradle-miniforge-plugin),
which uses Miniforge (Conda related tool) internally, it failed many times
while downloading packages.
We can consider to replace `python-gradle-miniforge-plugin` with `uv`
related tools.
