Review Comment:
   `terminal` referred to the terminal states `SUCCEEDED`/`FAILED` (see 
`State.isTerminal()`). To drop the jargon I renamed the method to 
`pruneFinishedBefore` and reworded the doc to: "Deletes finished (SUCCEEDED or 
FAILED) jobs older than the cutoff."

Review Comment:
   These (de)serialize the FileIO properties map to/from a JSON string stored 
in the `file_io_props` column; no file is involved, so I named them 
`propertiesToJson` / `jsonToProperties` rather than `propertiesToFile`.
