@roryqi I'd like to restructure this effort so we can land it more
effectively —
the original issue turned out to be an XL task, and #10975 grew to 25 files
trying to hold all of it, which I think is why it stalled.
I've drafted the structure; can you review it
and apply what makes sense? Concretely:
1. **Retitle this issue as the epic** — proposed title and body below. It
captures the goal (per-client TLS without JVM-wide side effects, same
motivation as apache/iceberg#13190), the CUJs, and non-goals.
2. **Tell me where the text or milestone cuts are wrong** — especially scope.
Better to fix the map now than during review of the actual PRs.
