### What changes were proposed in this pull request? `HiveCatalogCapability` now resolves the connected Hive Metastore version and supports `NOT NULL` / `DEFAULT` column constraints on Hive 3, persisting and reading them back via `HiveShimV3`. Hive 2 behavior is unchanged. ### Why are the changes needed? Hive Metastore 3.x supports these constraints (HIVE-16575, HIVE-18726), but Gravitino rejected them regardless of the connected metastore version. Fix: #13350 ### Does this PR introduce _any_ user-facing change? Yes. `NOT NULL` and `DEFAULT` column constraints now work against a Hive 3.x metastore. ### How was this patch tested?
