Closing: implemented on main. #12374 added `EntityCache.coherence()`, the write-path coherence gate, the `EntityCacheChangeLogListener` registered on the shared poller, and change-log emission from the common entity-store boundary (which covers tag/policy/job). #12460 added the two-node integration test.
