### What changes were proposed in this pull request? Map `ConnectionFailedException` in `SecretExceptionHandler` to **HTTP 503** with a connection-failed error body, instead of falling through to a generic 500. ### Why are the changes needed? When a secret provider (for example Vault) is unreachable, `getSecrets` should look like a temporary dependency outage, not a server bug. Catalog handlers already treat `ConnectionFailedException` as a dependency failure (502); secrets lacked the same classification. Related enterprise tracking: datastrato/gravitino-enterprise#2892 ### Does this PR introduce _any_ user-facing change? Yes: `getSecrets` returns HTTP 503 (connection-failed error payload) when the secret provider is unavailable, instead of HTTP 500. ### How was this patch tested? `./gradlew :server:test --tests 'org.apache.gravitino.server.web.rest.TestExceptionHandlers'` Made with [Cursor](https://cursor.com) -- This is an automated message from the Apache Git Service.
