### What changes were proposed in this pull request?
Expand the experimental Iceberg read-restriction suite to 30 Docker/Spark
integration cases using typed SQL definitions. Cover request users and groups,
policy/tag lifecycle and inheritance, conflicts, conditional masks, SQL
NULL/CASE semantics, and unsupported mask rejection.
### Why are the changes needed?
Verify that the SQL contract introduced in #14237 is enforced through policy
creation, schema and identity binding, REST responses, and Spark reads.
Related to #13719.
### Does this PR introduce _any_ user-facing change?
No. Test coverage only.
### How was this patch tested?
- All 30 Docker/Spark integration cases passed, with no skipped tests.
- Module Spotless and `git diff --check` passed.
