URL: https://github.com/apache/gravitino/issues/14338

   ### What would you like to be improved?

Gravitino exposes partition statistics operations through existing REST APIs
and the Java client, including listing statistics within a partition range,
updating statistics, and dropping statistics.

The Python client provides ordinary metadata-object statistics operations
but lacks the corresponding partition statistics interfaces, request/response
models, and public API bindings. Python applications therefore need custom REST
calls for these operations.

   ### How should we improve?

   - Expose partition statistics listing, update, and drop operations through
the public Python table API.
   - Support the existing partition-range contract, including inclusive and
exclusive bounds.
   - Provide the necessary models, serialization, exception mapping,
documentation, and examples.
   - Verify public API behavior for range boundaries, update/read-back,
drop/read-back, and relevant error cases, including integration coverage
against a Gravitino server with a configured partition-statistics storage
backend.

Follow existing server semantics and the capabilities of the configured
partition-statistics storage backend. New storage backends, statistics
aggregation, and server-side pagination are outside this issue's scope.

   Parent epic: #14334.
