### What changes were proposed in this pull request? Add the design for looking up Semantic Model datasets from a source table or View. Cover REST and client APIs, authorization, transactional association storage, lifecycle behavior, known limitations, and the implementation plan. ### Why are the changes needed? Users and agents need to discover models built from a source without scanning model definitions. This establishes the lookup contract as a foundation for #13334. Fixes #14377. ### Does this PR introduce _any_ user-facing change? No runtime changes. The APIs described in the document are proposed and are not implemented by this PR. ### How was this patch tested? Checked Markdown parsing, local links and anchors, JSON examples, and whitespace.
