### Describe the subtask
Add the public Ontology API and the Ossie ontology document conversion,
following the Ontology design.
- `org.apache.gravitino.ontology`: `Ontology`, `OntologyDefinition`,
`OntologyConcept` with `extends`,
`derived_by`, `identify_by`, `requires`, `relationships` and `iri`, and
`OntologyRelationship` with
required `verbalizes`, `multiplicity` and `roles`.
- `ConceptType`, `Multiplicity` and `OntologyRole`, matching the Apache
Ossie ontology schema.
- `OntologyOperations` and `SupportsOntologies` on the metalake, and
`OntologyChange` for rename, comment,
properties, definition replacement and status.
- `NoSuchOntologyException`, `OntologyAlreadyExistsException`,
`IllegalOntologyException` and
`NonEmptyOntologyException`, plus `MetadataObject.Type.ONTOLOGY`.
- `OssieOntologyConverter`: closed root properties, required `verbalizes`,
closed `ConceptType`,
`prefixes` and `iri` resolution, and the document round trip.
