### Describe the subtask Implement domain membership queries in `core/`, following the Domain design (#13866) and the existing public API: - Resolve membership through EffectiveTagResolver, matching backing tags by ID and optional case-sensitive value, with inherited sources and nearest-level overrides. - List recorded leaf members, expanding tagged catalogs and schemas, deduplicating results, and applying DomainMemberFilter. - List the domains whose scopes contain a leaf object. - Report all applicable Direct, Inherited and Via subdomain relations. - Handle removed bindings and deleted backing tags without adopting a recreated tag with the same name. - Add unit and H2 tests for membership, inheritance, filters and relation reporting.
