### What changes were proposed in this pull request? **This is PR 2/3** of the TMS scheduling cleanup. Stacked on #14376. - Split cron/commit into thin `Client` + `Planner` (+ submit `Pipeline`) - Rename enqueue APIs/config to `schedule` - Unify cron/commit specs on `TableCandidate` (moved to `maintenance.model`) - Move `OccupancyClaim` to `maintenance.model` - Rename snapshot-expiry coalesce to merge; run cancel+reschedule in one JDBC transaction - Move session-joining `DataSource` next to autocommit wrap (`AutocommitDataSources`) Refactor-only; no intended behavior change beyond packaging. ### Why are the changes needed? Land the schedule-path structure after Managers/packaging so reviewers can focus on Client/Planner boundaries. Depends on #14376. ### Does this PR introduce _any_ user-facing change?
