### What changes were proposed in this pull request? Add an opt-in BoundedConnectionDriver for drivers that do not enforce login timeouts. Only physical Driver.connect runs on a bounded shared worker pool; validation/SQL stay on the caller. Timeout/interruption abandons the attempt, and the worker closes any late connection instead of handing it to a pool. Restore TCCL and quarantine a wrapper while abandoned work/cleanup is outstanding. ### Why are the changes needed? Connector-specific pool integrations need a reusable physical-connect deadline without scheduling DDL in the background or leaking late connections. Fixes #14505 ### Does this PR introduce _any_ user-facing change? No existing connector is automatically switched to the adapter; it adds no URL selection, timeout configuration or pool wiring. Downstream integrations opt in and require their own driver/pool/lease review. The core-loaded adapter shares at most 64 daemon workers in the standard server class-loader setup, with no queue. Saturation fails fast even for otherwise healthy connects. An uninterruptible connect/close can retain a worker and the wrapper quarantine until it returns or the server restarts. Constructor work, pool waits, validation, SQL and total request duration remain outside this deadline. This neither retries SQL nor cleans up driver-owned global threads. ### How was this patch tested? - Complete core unit and H2 lanes passed; all eight adapter tests passed again after restoration; Spotless and RAT passed. - Real workers/latches cover successful ownership handoff, copied properties, original SQL failures, unsupported URL, late close, interruption, pre-start abandonment, saturation, class-loader restoration and close-failure recovery. - Disabling late close makes its regression fail; restoring the implementation passes all adapter tests. - Fresh-context review passed. No real connector/pool/blackhole-proxy integration was run because this PR introduces no production opt-in wiring. -- This is an automated message from the Apache Git Service.
