Closing this earlier backport of #14439 because the fix is now consolidated and revised in #14530. That version removes automatic table/namespace deletion on import failure and corrects staged-create requirements, registration UUID checks, and schema/ref validation. A branch-1.3 backport should use the reviewed final version after #14530 is merged into main, so it includes those corrections. -- This is an automated message from the Apache Git Service.
