Superseded by #14530, which carries forward this fix and preserves the original author's commit. The consolidated version resolves the conflicts with main, removes automatic table/namespace deletion after an import failure, and strengthens validation before commit, including staged-create requirements, registration UUID checks, and schema/ref validation bypasses.
