Closing this earlier backport of #14458 because the evolution checks and their dependency on #14439 are consolidated and revised in #14530. That version preserves staged-create requirements and adds checks for partition ID collisions within one commit and actual default transforms. A branch-1.3 backport should use the reviewed final version after #14530 is merged into main, so both the dependency and these corrections are included together. -- This is an automated message from the Apache Git Service.
