Closing this earlier backport because its fix is carried forward in #14530 on main, with the original author's commit retained. The consolidated version adds namespace locking for staged-create commits and corrects the purge fallback to preserve content files when gc.enabled=false. A branch-1.3 backport should use the reviewed final version after #14530 is merged into main, so it includes these corrections. -- This is an automated message from the Apache Git Service.
