Sub-issue of #7897 for the Python policy API/DTO part of the work, split out so #7897 stays open for the remaining client operations. Scope: the policy API types (`Policy`, `PolicyOperations`, `SupportsPolicies`, `PolicyChange` and the policy content types) and the DTOs (`PolicyDTO`, the content DTOs, the create/update/set request DTOs, the response DTOs and the policy exceptions) in the Python client, mirroring the Java client.
