Done. Create names and rename targets for policy/tag/role/job-template are now validated in the Operations layer with `NameIdentifierUtil.checkMetadataObjectName` before the dispatcher runs; Manager checks stay in place. Rename validation maps update requests to `*Change` first, then uses `instanceof *Change.Rename*` (same style as the managers). Operations tests assert HTTP 400 and that the dispatcher is never invoked for dotted create/rename names. -- This is an automated message from the Apache Git Service.
