### What changes were proposed in this pull request? Add core queries to list domain members and find the domains of a metadata object. Resolve membership from effective backing-tag assignments, including catalog/schema inheritance, nearer assignment overrides, and subdomain membership. Return direct, inherited, and via-subdomain relations, with member filtering by domain, object type, and name. Use stable tag IDs and indexed domain lookups to preserve bindings across tag deletion and avoid scanning all domains. Depends on #14559. ### Why are the changes needed? Domain membership queries let callers discover the objects covered by a domain and the domains associated with an object. Fixes #14385 ### Does this PR introduce _any_ user-facing change? Adds core dispatcher methods for domain membership queries. REST endpoints and client APIs will be added separately. ### How was this patch tested? Added unit and H2-backed tests covering inheritance, nested schemas, assignment overrides, member filters, parent/subdomain relations, and tag deletion and recreation. After rebasing onto the latest backing-tag changes, core formatting checks and focused domain, relation-query, effective-tag, tag-storage, and schema-storage tests passed.
