Issue #9039 : Read Neo4j execution dates stored by graph logging (#9044)
Graph logging writes registration dates as yyyy/MM/dd'T'HH:mm:ss. The
execution information location only parsed ISO local date-times, so one such
value aborted the whole execution list. Parse the logging format, ISO strings,
and offset values, skip a node that still cannot be read, and clear the static
location cache when the location closes.
An integration test writes a workflow and pipeline with logging enabled and
reads the dates, parent link, and sample rows back through the location.
