Spec: Clarify decimal type serialization (#16798)
## Summary
- Clarify canonical schema JSON decimal type strings as `decimal(P, S)`,
[matching Java writer
output](https://github.com/apache/iceberg/blob/51ee2cc0d993fe58de21b76613f350da97e9d3ef/api/src/main/java/org/apache/iceberg/types/Types.java#L548-L550)
via
[`DecimalType.toString()`](https://github.com/apache/iceberg/blob/main/api/src/main/java/org/apache/iceberg/types/Types.java#L548-L550).
- Document reader tolerance for optional whitespace in parameterized type
strings, matching Java parser behavior.
