[INLONG-12075][Manager] Allow admin or in-charge delete InlongGroup
Fixes #12075
### Motivation
**Problem**: Delete permission is too restrictive and inconsistent with
update permission, which can block administrators from urgent operations.
**Expected Behavior**: Align delete permission with update permission:
- Admin or in-charge can delete.
- Keep a consistent permission model.
### Modifications
Change delete permission from “in-charge only” to “admin or in-charge”.
