### Motivation
Add user permission verification to API /user/get/{id} and
/app/cluster/node/listByGroupId.
### Modifications
The current /app/user/get/{id} and/ app/cluster/node/listByGroupId have not
undergone user permission verification, and relevant verification needs to be
added.
