### Motivation
In the Dataproxy Go SDK, the discoverer's HTTP requests to the Manager have
no timeout configured, so they can hang indefinitely when the Manager is slow
or unreachable.
### Modifications
Added a configurable `DiscovererRequestTimeout` option (default: 30s) and
applied it to the discoverer's resty client via `SetTimeout`, so users can
control how long each discovery request is allowed to take.
