KAFKA-4689; Disable system tests for consumer hard failures See the JIRA for the full details. Essentially the test assertions depend on receiving reliable events from the consumer processes, but this is not generally possible in the presence of a hard failure (i.e. `kill -9`). Until we solve this problem, the hard failure scenarios will be turned off.
