This upgrade leaves
`assemblies/features/spring/src/main/feature/feature.xml:116` hard-coded to
`jakarta.annotation-api/2.1.1`, while line 110 of that same `spring-security`
feature expands this property to 3.0.0. The generated feature will therefore
offer two versions of the same OSGi bundle/package, allowing the old API to
remain selected or parallel exporters to be installed instead of performing a
clean upgrade. Remove or update the hard-coded 2.1.1 entry as part of this bump.
