Backport of #3006 to karaf-4.4.x. `LogTest` fails randomly with `IllegalStateException: Unrecognized configuration` because `log:set` updates the pax-logging configuration asynchronously and the test read it back immediately. - `assertSetLevel` polls `log:get` and `log:list` (up to 30 seconds) until the new level is visible. - Alias calls (`log:list`, `ld`) no longer wait 30 seconds for a command service that is never registered.
