[incubator-kie#7226] Install Maven 3.9.16 explicitly in CI workflows (#7227)
ubuntu-latest is moving to ubuntu-26.04, whose image ships Maven 3.9.15,
while kie-parent requires [3.9.16,) via the enforcer. Download Maven from
Maven Central, verify its sha512, and add it to PATH, the same way JBang
is installed.
