The "Phase 1" and "Phase 2" breakdown comes from the Java 21 migration plan proposed by Tibor on the dev mailing list: Phase 1 (Codebase & Build Compatibility with Java 21): - Set <maven.compiler.release>17</maven.compiler.release> across KIE repositories so the code remains binary compatible with Java 17 while building on Java 21. - Fixed compilation and test issues caused by Java 21 across all repositories . - Updated published container images requiring a JDK to use JDK 21 instead of JDK 17.
