ci: check GitHub Actions against ASF allowlist (#3612)
Follows https://github.com/apache/asyncband/pull/178 to add ASF
allowlist checks for GitHub Actions and configure weekly grouped
Dependabot updates with a four-day cooldown. Adapts the checks to
Kvrocks' `unstable` branch and both `.yml` and `.yaml` files.
