The public IP of a server built in a Rackspace Rackconnect environment is
assigned during post-build automation after the nova status has been set to
Active. Minimal support for Rackconnect can be added to libcloud providing the
value of the accessIPv4 argument. Ideally the driver would also wait for the
"rax_automation_status" metadata key to be set to "DEPLOYED".
