URL: https://github.com/apache/incubator-mxnet/pull/10354#issuecomment-382822518 So the current issue is if mxnet is compiled with GPU but run on gpu-less machine, cudaGetDeviceCount will return 30 instead of cudaErrorNoDevice? Any idea why this happens? If we can't fix this I think its good enough to raise an error saying "failed getting number of gpus"
