I kept at it until I got it working and now I've updated the instructions based on my experience using the cross-compile approach. The wheel I provide is from using this route. I think that the dependencies could be leaner, but I know that these worked. I did not test the native approach. I made one edit there because I noticed it doesn't install python-dev and that's needed for the Pi wine detector example.
