Resolution: Fixed
There was indeed already
[PR174|https://github.com/apache/incubator-netbeans/pull/174] which I had
missed before launching this ticket. In any case the
[PR174|https://github.com/apache/incubator-netbeans/pull/174] has now been
improved upon in [PR367|https://github.com/apache/incubator-netbeans/pull/367]
so that the ASF header is now _generally available_, i.e. a contributor to say
Apache Tomcat can now also use the ASF header template.
Fixed and closed.
