There is no bundled JRE in Apache NetBeans. Apache only releases source code, 
so what you're suggesting is that the convenience binary should include a JRE, 
but Apache NetBeans IDE needs the JDK, not just the JRE to run. So you're 
suggesting (I think) that the Apache NetBeans Platform should be distributed as 
a convenience binary and bundled together with the JRE. These kinds of things 
are better to discuss on the mailing list than in an issue, can you join the 
'dev' mailing list and start a discussion thread there:
