Laszlo Kishalmi resolved NETBEANS-2037.

Resolution: Not A Bug
The all distribution has been chosen to be downloaded in order to be able
provide some Javadoc when working on Gradle files. Though that support is not
really got working.
I've changed to the bin distribution in the PR for NETBEANS-2029
