From what I understand from the way NB 8.2 handles WebLogic, it simply runs Oracle wlst (WebLogic Scripting Tool) with applicable commands to control the server (the actually using and creating input files for wlst is not for the faint of heart, nor would parsing the output). Since WebLogic 12c is free for development use, there should be no licensing issues there.
