Please read again: I used a fresh copy of NB 11.2 and it runs on JDK 11.0.1 
(Fresh copy means no user dir before)

And yes, I'm on windows. Why should disabling the defender makes a difference? 
What is your guessing about that? We have two buttons here with different 
functionality and clicking on the one button "activate" doesn't download the 
JavaFX stuff which is needed here.
