The different I can see on the same project we run (HelloWebEE6) until now:
1. you use jdk 14, i use jdk 1.8 - i don't see why that can be connect to
javascript breakpoints.
2. You use payara server (glassfish), i use Apache Tomcat- i don't see why that
can be connect to javascript breakpoints.
Other that this i assume you use NB 11.3 because its work OK for me on NB
before Apache NetBeans.
And i work on Windows 8.1
