Tim I was having problems with JavaFX too. In summary, since I am using JDK14 I 
need the same JavaFX version, then 14, but it is not available in Netbeans 
11.3. You need to download the same version of open source for both JDK and 
JavaFX.  Since you have them, for each time you create a new project you will 
configure the JavaFX version you want to use.

See the following videos that explain how to setup the installations (JDK and 
JavaFX) and to configure the fxml. Do not jump steps. The videos have been done 
with version 13 of JDK and Java FX and version 11.2 of Netbeans but them worked 
successfuly to me in the newest version.
