Kind of a work around -- maybe it helps you: if create a file named 
glassfish-web.xml (should work for Payara too) in the folder 
src/main/webapp/WEB-INF, with this content below, then I can make changes to 
that property and it will be reflected in context-root element that will be 
created in the below:

<?xml version="1.0" encoding="UTF-8"?>
<!DOCTYPE glassfish-web-app PUBLIC "-//GlassFish.org//DTD GlassFish Application 
Server 3.1 Servlet 3.0//EN"

However, I'd recommend to set context root and other such properties in the
