The available plugin list is not refreshed after checking for newest ones.
*Step to reproduce*
# Open NetBeans
# Go to _Tools > Plugins > Available Plugins_
# Click on _Check for Newest_
*Actual result*
The plugin list is unchanged (currently 34 plugins on NB 12.1).
Some plugins are missing ie. _NetBeans Case Converter_
_([https://plugins.netbeans.apache.org/catalogue/?id=50)]_ on NB 12.1
Some new plugin versions are not available, ie _NetBeans Case Converter_
version is still 0.1.1 on NB 11.2
*Expected result*
The plugin list is refreshed and should contain the same number of **plugins as
on the NetBeans Plugin Portal for a given version.
ie. _NetBeans Case Converter_ should be listed on NB 12.1 and its latest
version should be available on NB 11.2
The NetBeans Plugin Portal Catalogs
[https://netbeans.apache.org/nb/plugins/11.2/catalog.xml.gz] and
[https://netbeans.apache.org/nb/plugins/12.1/catalog.xml.gz] seem to be not up
to date.
