FYI, i'm using Netbeans on Big Sur with java 15.0.1 2020-10-20 for web 
development project.

No issues with dialogs (Like preferences).

Do not use the shortcut command+commas to open preferences, on macOS it 
conflicts with some refactoring shortcut (i already opened a ticket). As a 
result the main windows goes in the Dock and the preferences opens.

Maybe it changes given the project type you are using compared to me
