Where would unpack type of logic be? 

In 
netbeans\platform\autoupdate.services\libsrc\org\netbeans\updater\ModuleUpdater.java
 I find a 

findUnpack200Executable method which seems to  basically look for the java bin 
folder where this would be and execute it.  I'm assuming it's not as simple as 
having referencing the commons-compress in 
 a similar way?  

unpack200 which finds using the above then 

Or would this require changing the logic where the unpack occurs internally and 
make calls to the common-compress API?
