Not a Mac user so take some of this was a grain of salt
Is java setup properly and seen in terminal?
Are there still multiple versions of java setup?

Did the user cached files from previous netbeans use get removed? Not a Mac
user but believe it to be somewhere around here
~/Library/Caches/NetBeans/${netbeans_version}/
Did the netbeans_jdkhome property get set to the location of the jdk 17 in the
<NetbeansHome>/etc/netbeans.conf file?
