Casting a vote in favor of 0.3.0.

Many users that are going to make use of NiFi are not going to be breaking 
repositories out into their own partitions simply by virtue of the fact that we 
default to colocating of each repository within $NIFI_HOME.  For those reasons, 
and to increase user experience for that segment, I think underscores its 
importance.
