I was thinking of doing the same thing before. But discover that we can not do
that.
The Config Listener is like a bootstrap component, its config is in
minifi.properties.
The controller service config is in YAML file.
We can not cross reference the same. Also the config listener should be
seperate from controller service because it is bootstrap the controller service
in YAML.
