Need methods for enableControllerService, disableControllerService.
These methods need to handle the @OnEnabled, @OnDisabled annotations.
Controller Services should be disabled when initially added to the TestRunner.
Additionally, attempting to call methods on a disabled controller service
should throw IllegalStateException.
